Updated agresti-coull method

Kahouadji (2025) has provided updated guidance for binomial confidence intervals, essentially adjusting the number of added failures/successes to the agresti-coull CI based on confidence levels. Can we add this into the BinomCI function? Happy to provide the PR if this would fit with the DescTools package.
