Topics index: group by lifecycle status

Restructure the Topics index to group by lifecycle status (active, dormant, resolved, recurring).

Requirements

• Groups ordered by recency and civic significance.
• Each group includes counts and last activity.
• Clear status definitions align with Topic Governance.

• Lifecycle grouping is consistent with derived status logic.
