Support aarch64 Windows

It seems aarch64-pc-windows-msvc is going to get more popular in the near future with the new windows laptops.

if not i can own this issue, but it is a low priority for me

I don't have an ARM Windows device to test this on, but I would be happy to mentor anyone interested in working on aarch64 windows support.

FWIW, it seems github has windows arm runners now, so this could be tested on the ci: https://github.blog/changelog/2025-04-14-windows-arm64-hosted-runners-now-available-in-public-preview/
