Host on NPM

Is your feature request related to a problem? Please describe.
Right now our packages are on the Allen Institute package manager in GitHub. This requires a token, even though it's a public package. Not the most user-friendly experience.

Describe the solution you'd like
Host them on NPM under the @alleninstitute organization. It appears that one does not exist, but it's possible that it's been reserved by IT at some point. We'll have to try making it ourselves and if it doesn't work, ask around and see who owns it.

Describe alternatives you've considered
None. It's either NPM or GitHub, IMO.
