Update Swahili Cleaners to use Patterns in the same style as Somali

Somali defines dicts in its patterns file. Swahili defines only raw patterns in its patterns file, which are then constructed into dicts by the demographic cleaner file. We should move the Swahili dicts into its patterns file for consistency.
