Add a COPYING, README file #4

The COPYING file would be useful to help keep the licensing clear within the website code. I'm assuming that you're doing your edits under a BSD style license, right? (in which case, I'll gladly follow suit, and require the same from other editors) But we'll still need to address that some of the files are CC-A, and that some will be GPLv2 down the road (sorry, but that's what the original author of our logo wanted for it, so not much can be done about that).

I'll gladly include and maintain the COPYING file myself, as well as other derivatives, but do need to make sure all areas are covered correctly first.

The README probably won't be that complex, but might include instructions on using an example configuration file. Github likes it when we have them anyways, and it can be used to keep track of other information a lot more easily.
