TODO: Make starting specialist numbers consistent #897

As per https://discord.com/channels/714022226810372107/1387478295162916974 report, the specialist numbers, when strength slider is at 1, with sieged disadvantage and all the disadvantages that lower the starting specialist amounts (small reclusiam, barren librarius, tech-heresy and weakened apothecarion) are inconsistent.

To be more specific:
Apothecarium has 1 (department leader) + 4 + 6 (from companies);
Reclusium has 1 (department leader) + 1 + 6 (from companies);
Armamentarium (Armoury) has only 1 (department leader);
Librarium has 1 (leader) + 1 (librarian) + 1 (codiciery) + 2 (lexicanums) + 6 (from companies).
Arguably, only the librarium can be given an exception to this, as they are the only non-essential specialists, and they also have another disadvantage psyker intolerant which removes them and makes them unavailable to be recruited.

So that leaves us with Apothecarium (11), Reclusium (8) and Armamentarium (1).
We need to decide what is the acceptable number of starting marines for weakened department disadvantages.

While we are at it, I think tech-heresy needs a name change. It should be small/barren/weakened/*other word* armamentarium, as it is a bit deceiving, since we do have tech heretic trait in the game, but as per https://discord.com/channels/714022226810372107/1342853901317177485 report, the master of the forge is not a tech heretic.
While the tech-heresy disadvantage (or maybe an advantage?) itself should be making your techmarines start with tech heretic traits from the get-go. Perhaps this is more a future rework question with chaos or renegade playthrough options.
