EXP is required for equipment:
Thunder hammer and terminator armours;
And specialist training. Some require 30, others 60.

We should reconsider EXP requirements, as we now have stats for marines.
Equipment already uses encumbrance to set how efficient a weapon is - though, arguably, marine stats should logically affect encumbrance of the individual marine - the stronger the marine is, the more bulky weapon can be carried (weapons with higher encumbrance can be used efficiently).

As for specialists - We need tooltips for newer players informing them of the requirements for specific specialists. Although, I believe we are better off to make all specialists require a flat 60 or 45 EXP, in addition to the personal stats. That way, at least tooltip can be made short about specialist recruitment.
