Improve cards view in resources page

Currently the resourses page is having a basic card view for resourses I would like to work on improving this section to similar to following type card which changes on scroll and with hover effect

Expected Outcome

• Improved user experience and visual feedback
• More interactive and modern UI behavior
• Better accessibility and engagement

I would love to work on this enhancement if it aligns with the project goals and would be great learning experience for me.
Please let me know if I can take this up or if you have suggestions on the approach.
