add a velocity threshold configuration to splashes and improve cascades

The splashes in this mod look pretty good, but there is one downside - they only spawn if you fall from a height of six blocks (or whatever, I don't remember). I suggest adding the ability to configure velocity threshold.
What I suggest for cascades:
Replace the small particles at the bottom of the waterfalls with cascades, this will make the waterfalls more beautiful.

There are cascades!
I opted to make them only show up when the waterfalls are actually tall, unlike a lot of other mods.
The way I implemented this is actually much more consistent with Mojang's trailers, and on top of it just making more sense in general, is why I implemented them this way.
