Pages not publishing #397
Description
Weird issue where Pages was not enabled on a repo so the build failed: https://github.com/tanyaclement/testing-adho/actions
Tanya and some workshop participants were trying to build pages without events and thought this use case had failed.
Lorin thinks the issue may be that setting a repo to private and then setting it to Publish again doesn't update the GH page publication setting.
Need to reproduce / diagnose this.
