Basically it's their customized / proprietary version of a Github-like shared collaboration space.
I've tried it a little bit for doing things like sharing and exchanging projects with other people, so far I wasn't very successful. My impression is that it doesn't have the years of polish in collaborative engineering that Github brings to the table and many of the EEs who use Altium don't use Altium 365 because it's an additional annual subscription cost on top of the already pretty hefty annual subscription for the Windows software.
I had the same issue with Solidworks. While Solidworks has git integration (like Altium does), it really wants you to use their hosted git/collab service rather than an external service like Github.
