Sync-microservice has no documented Python setup instructions

The sync-microservice directory contains a pyproject.toml file, but there are no instructions in the README or docs explaining how to set it up or run it.

This blocks contributors from working on the microservice component.

• Add a Sync-microservice Setup section to README with venv creation and run steps.

Wow, a clear instruction was given, but you still went ahead and opened a PR. Do you think that this will be tolerated? I instructed in the Discord server too, but just had to open a PR :)

Thanks for pointing this out, and apologies for missing the instruction from the GitHub Actions message and Discord. That was my mistake. I won’t open any PRs before issue review going forward.
