Add License file to the Hamiltonians repository #322

Francesco suggests correcting that:
the Hamiltonians Repository for ALF does not contains a License.
Additionally, each Hamiltonian directory should be recommended to include a dedicated license file, e.g., to facilitate citing the specific papers associated to that project.
