implement Hamiltonian variables check

as some Hamiltonians do not support some schemes/variables of the the QMC scheme, it would be nice to make these variables, if necessary, accessible by the Hamiltonian_##NAME##_smod.F90 files.

For this: VAR_QMC namelist and related to a QMC_runtime file, which can be read by the Hamiltonian files
