Server instance cannot run multiple games at once

**Is your feature request related to a problem? Please describe.**
The server can only run one match at a time. Any additional players that join the server can only join as spectators.

**Describe the solution you'd like**
Allow the server to host multiple rooms to host multiple matches at once.
