Compile meta threading #11
Description
Files: compile.py, __init__.py, tests in test_op_system_compile.py.
Work: thread meta onto CompiledRhs; align shape checks with expanded state order; allow pre-resolved per-axis tables for expr; keep eval_fn signature.
Tests: verify meta survives compile; shape validation with expanded axes.
