Simplify typing in flepimop2 provider package

This is a Issue to go back and fix typing in the flepimop2 provider package for OP Engine.

To dos:

• move _OpEngineFlepimop2EngineImpl into the init.py from engine.py
• move the bulk of the OpEngineEngineConfig into that class itself.
