docs: retire RAL — replace with Coherence Ops / OVERWATCH RAL (Reality Await Layer / Rational Action Layer) no longer describes the scope of the platform. Replace with Coherence Ops (the discipline) and OVERWATCH (the system) across all 17 wiki pages.
