Cities do not load

Hi, I'm from Ecuador. According to what I checked in the plugin files, there's a file that loads all the country's cities organized by province, and it should load automatically. However, after installing the plugin, I don't see the changes reflected. How can I get the EC.php file to load? My store is set up only for sales in Ecuador.
