Allow running plain ba{sh,tch} scripts

It would be useful to be able to run plain DOS batch and bash scripts as well as chain scripts.  This provides the benefits of running in parallel and using the custom logging.

Currently we can only run roadrunner (chain-of-command) scripts.  We should also pull the docs for those scripts into the chain-of-command repository and link to the repo for documentation.
