ddjvu: TIFF output is not compiled

There is error when using tiff as output format:

``` ruby
Djvu.file('Alice_in_Wonderland.djvu').ddjvu(format: 'tiff', page: 1, output_file: '1.ppm')

     Djvu::UnprocessablePage:
       ddjvu: TIFF output is not compiled
       # ./lib/djvu.rb:33:in `ddjvu'
```

Probably problem with `libtiff` but I can't figure out how to connect lib with ddjvu.
