Determine Federalist hosting + unique url splash page

We're looking at making a splash page as a point of entry for the Marigold project. This issue will include the following tasks:

• Determine hosting on Federalist for XD internal projects
• Figure out how (and even if) we can create a url for the project.

There will most likely be subsequent tasks after this that will be added in a new issue.
