[Feat] Implement Local Log push and SQL Execution Support

We need to connect local developer environments to the platform DevTools (https://devtools.01edu.ai). This requires implementing two distinct communication channels in the local platform deployment:

Logs: The local app connects out to DevTools.

SQL: The DevTools connects in to the local app .
